Government Planned Development

In planning the development of the Fanling/Sheung Shui New Town, suitable sites have been reserved for various types of land uses including residential, commercial, industrial, open space and the provision of different types of community and infrastructural facilities to meet the needs of the population.

Residential Development Densities

In planning different forms of residential developments, the intention is to maintain acceptable environmental conditions and to avoid problems of overcrowding and overtaxing infrastructures as experienced in many inner urban areas. Residential developments within the Fanling/Sheung Shui new town have generally adhered to a maximum domestic plot ratio of 5 for high density housing, and a plot ratio of 3 for medium density residential neighbourhood. Low density residential uses with plot ratio between 0.8 and 1.5 have been designated on selected areas to balance various housing needs and to harmonize developments between the new town and the adjoining rural areas.

Population and Housing Mix

In 2001, the population of Fanling/ Sheung Shui new town is estimated to be about 239,300 and the remaining rural areas is about 51,300 persons. Within Fanling/ Sheung Shui New Town, about 73,000 persons are housed in public rental housing, 93,200 persons live in subsidized sale flats* and a total of about 67,900 persons reside in private residential areas and the surrounding villages.

The overall flat mix ratio in the new town upon full development will be 29:31:37:3 between private permanent housing, public rental housing, subsidized sale flats* and others (including private temporary housing and non-residential housing). The population upon full development will be approximately 258,200.
